As a partner on a three-person evaluation team through BLE Solutions, RK Evaluation & Strategies conducted a retrospective impact evaluation of the Modernizing Foreign Assistance Network (MFAN) commissioned by the William + Flora Hewlett Foundation. The evaluators worked in close collaboration with MFAN to study the network’s activities and results from its launch in 2008 to 2016, as MFAN prepared for its next phase. Evaluators applied contribution analysis to deeply explore four federal policy outcomes and conducted a broad assessment of other results related to MFAN strategies and capacities.
